So I realized after looking at this, from now on we should only have board banners.

So, after looking into it. Here is how banners will be divided between Global and Board Banners, although technically there is no global.

Global Banners will be for /pol/, /qa/ and /j/ boards.
The rest of banners will be for custom boards.
Depending on how relevant it is, a board will also use global banners, if no other available.
